There are a number of strategies that can be implemented to overcome or minimise the barriers and/or disadvantages experienced by CALD families in service delivery. Katz et al. (2007) outlined six main approaches that can be used to increase the engagement of CALD families in the family relationship services sector: personal relationships between staff and service users; practical issues; service culture; consultation, information and targeting; service delivery issues; and community development approaches.


Enhancing Service Delivery Through Capacity Building


In an endorsement of its growing reputation, Midlands State University’s Department of Local Governance Studies in conjunction with the Swedish International Centre for Local Democracy (ICLD) and Gender Links recently hosted a three-day capacity building workshop for councilors from Zimbabwe’s local authorities. The workshop, which is a follow up to an inception workshop held in Harare in April, targeted local councilors from all 10 provinces of Zimbabwe and across political parties and aimed to strengthen the capacity and skills of locally elected leaders.

Legislatures are required by section 118 of the Constitution to ensure that the public they serve participates in their activities. This mandate to involve the public in the activities of the Legislature is entrenched in South Africa’s Constitution (section 118) which stipulates that Legislatures at national and provincial levels must facilitate public involvement in their processes.
